The Planning Department works with residents, business owners, community leaders, and developers to guide both redevelopment and new development in the City of Carver. The Planning Department is responsible for administering the Comprehensive Plan, zoning ordinance, and long range plans, and works closely with the City Council, Planning Commission, and Heritage Preservation Commission.

Economic Development Tools and Assistance 

The City of Carver has a variety of Economic Development tools related to connection fees. 

Downtown Historic Improvements - commercial properties within the Carver Historic District may have City connection fees reduced with qualifying rehabilitation or construction improvements.  
Outdoor Patios - commercial projects with outdoor patios are not charged City connection fees on              patio spaces.  
Assessment Program - City connection fees may be assessed to property on qualifying commercial          projects.  
Affordable Housing Fee Waiver - Tiered program for reduction in City fees based on a residential project's affordability.
